Poi dipende dal tool e dalle opzioni che gli specifichi, ma di base il meccanismo è quello: ti generano un eseguibile a partire dal tuo script e dalle sue dipendenze. L'installer, se ti serve lo crei a parte con altri strumenti (generici, non specifici per python, visto che a quel punto avresti un "normale" file eseguibile), ad esempio il "famoso" InnoSetup.
